A RAK DAO license is a free zone trade license that lets you register a company in Ras Al Khaimah with full foreign ownership. It is often used by founders who want a UAE base for Web3, blockchain or other digital projects without setting up a mainland business.

From a UAE mainland perspective, a RAK DAO company is treated as an offshore-style entity and cannot conduct onshore commercial activities in the wider UAE. It is a corporate registration that defines your business activities, not a blanket approval for regulated financial, investment or virtual asset services.

It is not a financial services authorisation and does not guarantee that every token, exchange or fundraising model will be acceptable under UAE federal and emirate-level regulations.

However, there are frequent misunderstandings around what such licenses allow. A free zone trade license, even if it mentions virtual assets, does not replace approvals from regulators such as VARA or the Central Bank where those are required. Using a RAK DAO company to run an exchange, hold client funds, manage investments or conduct public token sales may fall outside the scope of the license and conflict with federal rules.

Free zones monitor whether companies stay within their stated activities, and breaches can lead to fines, restrictions or license cancellation. Because a RAK DAO company is offshore from a mainland perspective, it also cannot simply operate as a mainland UAE business. Any plan to use a RAK DAO license should be aligned with its permitted activities, the onshore–offshore divide and the wider virtual asset regulatory framework in the UAE.
